Non-interference.  All cultures, inside and outside the federation, have the right to evolve without outside interference.  The Order is in place to assure cultures are not exploited for personal gain and slavery.  Above all else, the original time-line must be preserved for the sanctity of life, to stop premeditated murder and mass extinction.  Life must be free to evolve, and should only be hindered when the Natural course of one culture is in direct conflict with another over survival.  in this case, if the order is capable of remaining neutral and helping both sides with basic technology and supplies without exploitation, it may interfere in a bid to help both cultures evolve alongside each other instead of battling for survival.
